Why Product Registration Is Compulsory in the UAE

Every product brought into the UAE for local trade must first be registered with a municipality or the competent authority in one of the emirates. The registration certificate issued at the end of the process is what customs and inspection teams ask for when your shipment arrives for clearance, so trading without it simply is not possible.

Registration is also a consumer-protection exercise. The authority examines the product label to confirm it carries all the details a buyer needs to make an informed choice, and it studies the ingredients report to screen for any substance that could harm human health. Items containing restricted or unsuitable ingredients are either refused or returned with remarks requesting corrections before approval can be granted.

The UAE government regulates how consumer goods are manufactured, sold and imported by insisting that all such products be registered before they reach the local market, and by requiring the businesses dealing in them to hold an appropriate UAE licence. Once granted, a consumer product registration remains valid for five years.

Dubai Municipality operates dedicated platforms for this work: the Montaji portal covers cosmetics, health supplements and detergent and disinfectant products, while food items go through the ZAD portal (the FIRS system). Anything applied to the skin, hair, nails, lips, teeth or oral cavity to cleanse, perfume, alter appearance, correct odour or protect the body must pass Dubai Municipality label assessment and registration before sale in the UAE.

Food Products

Dubai is the import and re-export gateway for the GCC and North Africa, so food registration through the municipality is compulsory; the system certifies the safety and quality of imported and re-exported food while keeping procedures quick and simple.

Organic Food Products

Goods grown without pesticides, synthetic fertilisers, GMOs or ionising radiation - and animal produce raised without antibiotics or growth hormones - obtain a conformity certificate under the Emirates Conformity Assessment Scheme (ECAS) per Ministerial Resolution No. 84 of 2012.

Health Supplements

Registration confirms supplements meet the endorsed conditions and specifications, sparing importers shipment rejections at the port or removal from shelves; label artwork must be clear, high-resolution, in JPEG or PDF, in colour on a light background.

Detergents & Disinfectants

Cleaning and antimicrobial products intended for the Dubai market are registered through the Montaji system with full ingredient and safety documentation reviewed before approval.

Pet & Animal Food

Animal feed, supplements and pet food are registered with MOCCAE so shipments clear customs smoothly and remain traceable in the UAE market.
